Most projects need one of them, and some need two.

Choosing between them is rarely a question of which system is best. It is a question of what your client, your lender, or your future tenant wants you to prove, and in which market. A German logistics developer, a London office landlord and a Manhattan law firm fitting out two floors will reach three different answers from the same building science. This breakdown covers what each system rewards, how each one is scored and verified, what the fees look like, and how the version changes now moving through all three affect a project registering this year.

What Each System Actually Measures

All three are voluntary, third-party frameworks, and all three award tiered ratings against a points total. That surface similarity hides three genuinely different intents.

LEED: Carbon and Resource Performance on a Global Credit Framework

LEED (Leadership in Energy and Environmental Design) is developed by the U.S. Green Building Council, with certification administered by Green Business Certification Inc. Projects earn credits across categories and land in one of four tiers: Certified at 40 to 49 points, Silver at 50 to 59, Gold at 60 to 79, and Platinum at 80 or above, out of 110 available.

The system changed substantially in 2025. USGBC released LEED v5 on 28 April 2025 and opened certification reviews at Greenbuild that November. Version 5 reorganises the rating system around three goals: decarbonization, quality of life, and ecological conservation and restoration. Roughly half of all available points now sit under decarbonization, and Platinum carries new requirements covering energy efficiency, carbon emissions and renewable energy use. Every project also has to complete carbon, climate resilience and human impact assessments as prerequisites, which did not exist under v4.

Scale is LEED’s strongest argument. In 2025 alone, more than 7,500 commercial projects were certified worldwide, covering over 147 million gross square metres, with the United States, mainland China and India leading the volume.

BREEAM Certification: Assessor-Led and Anchored in Local Context

BREEAM, run by the Building Research Establishment, launched in 1990 and is the oldest system of the three. Its defining feature is procedural rather than technical: assessments are carried out by a licensed BREEAM assessor who gathers evidence, scores the project and submits it to BRE for verification. Fees paid to that assessor are agreed directly with the assessor organisation and sit outside BRE’s own fee schedule.

Ratings run Pass, Good, Very Good, Excellent and Outstanding, awarded at benchmark scores of roughly 30, 45, 55, 70 and 85 percent. Because BREEAM publishes country-specific schemes alongside its international version, its criteria track local regulation more closely than a single global standard can, which is why it dominates UK and European asset portfolios.

BRE launched BREEAM New Construction Version 7 on 30 September 2025, extending whole-life carbon assessment to cover operational and embodied carbon including MEP systems, and adding predictive operational carbon metrics. Refurbishment and Fit-Out V7 followed in early 2026, with In-Use V7 scheduled after it. BRE reports more than 2.9 million buildings registered for BREEAM certification globally.

What Is WELL Certification? A Health Standard, Not an Energy Standard

WELL certification measures how a building affects the people inside it. Launched in 2014 by the International WELL Building Institute, the WELL Building Standard sets requirements across ten concepts: Air, Water, Nourishment, Light, Movement, Thermal Comfort, Sound, Materials, Mind and Community. WELL v2 contains 108 features split into 24 mandatory preconditions and 84 optional optimizations.

Scoring works differently from the other two. Preconditions carry no points but must all be met. Points come from optimizations, capped at 12 per concept and 100 across the ten, with a further 10 available for Innovation. Certification levels sit at 40 points for Bronze, 50 for Silver, 60 for Gold and 80 for Platinum. The system is also the only one of the three that requires on-site measurement: a WELL Performance Testing Organization physically tests air quality, water quality, lighting and acoustics before certification is granted, and projects recertify every three years.

That performance testing requirement is the practical dividing line. LEED and BREEAM largely certify design intent and documented construction outcomes. WELL certifies what an instrument reads in the finished space.

Read across a single row and the choice usually resolves itself. The “who assesses” row in particular changes how you staff a project: BREEAM requires a licensed assessor from the outset, while a LEED submission can be run by the design team with support from a credentialed professional rather than a mandated one.

How Much Does LEED Certification Cost Compared to BREEAM and WELL?

All three price certification in two parts: a flat fee to open the project, and a variable fee tied to size. What differs is how much of the total sits outside the certifying body’s control.

LEED charges a flat registration fee at the point of registration, then a certification fee calculated from the rating system and gross floor area when documentation is submitted. USGBC publishes the full schedule and a pricing tool on its LEED certification fees page, and members receive discounted rates. BREEAM splits fees between a registration and certification charge paid to BRE and a separately negotiated fee paid to the licensed assessor organisation, which BRE does not set.   • Choose WELL when the decision is being driven by an occupier rather than a developer: workplace fit-outs, headquarters relocations, hospitality, healthcare and education, where the case is made in terms of staff retention and occupant experience rather than utility bills.

Building type matters less than most comparisons suggest. A sports venue, an office tower and a school can each pursue any of the three, as the LEED Platinum stadiums built across the United States demonstrate. What changes is who is asking, and what they will accept as evidence.

Set the target rating before schematic design closes, not after. Daylight, ventilation rates, acoustic separation and facade performance are the credits that pay best across all three systems, and they are also the ones that become expensive to retrofit once the structural grid and envelope are fixed.
